I recognize this scene!
It's from the episode High Fidelity, which's of the 1st season (1960-61) from The Flintstones (Hanna-Barbera/Columbia Pictures, 1960-66), where Fred ends turning into a rock star (à la Elvis Presley).
This episode brings the design made by Walter Clinton and the Don Patterson's animation.
