I'm recognizing this artwork done by Iwao Takamoto! It's from an episode from The Peter Potamus Show (Hanna-Barbera/Columbia Pictures, 1964-67), titled Caboose Calaboose, where Peter Potamus releases his hippo-hurricane shout above the villain Jesse Jimmy.
The design from this episode was made by the same Iwao Takamoto.
